Legislation allowing transit revitalization tax increment finance authorities (TIFAs) has been proposed in Michigan. The plan drafted by Rep. Marie Donigan calls for channeling of funding to blighted or underdeveloped areas near transit stops. According to Donigan, the net gain from increased property taxes of improved areas would then be used to fund transit systems.
